Research and Evaluation
The identification of problems, the assessment of their criticism and the policy recommendation should rely on sustainable evidence. Issue or problem definition must be central for public policy formulation. NCSS exerts its influence through establishing the ‘received wisdom’ (what constitutes relevant and accepted knowledge). Albania is facing numerous challenges. The adverse consequences of the country's social and economic development are poverty, unemployment and inequalities. Albanian policymakers must contend with a particular set of institutional arrangements on what can be done to address the above mentioned issues, with the pressure of interest groups about what they would like to see done in a given issue, and a range of ideas (including research evidence) about how best to address those issues. 17 years of experience in conducting research and evaluations and working with different institutions and communities ensure that our participants are always treated with respect and that questions and solutions work as intended. We are pride of ourselves on staying abreast of and leveraging these advances, remaining true to the highest technical and ethical standards, and fully protecting data privacy for all information in our charge.
The main objectives of the external evaluation are to review : (i) CEFA results – building on the recommendations of the former evaluation, the hypothesis of impact and the log frame set in 2009 and to draw out the key findings, conclusions, lessons and recommendations with regard to the effectiveness, impact and sustainability of the “integration model” developed; (ii) give a clear analysis of the current sustainability of the interventions (what takes place independently and/or still thanks to the Project’s inputs/facilitation) and analyse what steps should/could be undertaken so as to
The main objective of the mandate is to develop the CEFA exit and very final phase as well as to fine tune the design of its positioning in the new Swiss programme-based approach intervention on social inclusion.
The National Household Survey is implemented in collaboration with URI (Albanian NGO). This National Household Survey dealt with the analysis of the effectiveness of Social Assistance scheme in Albania. There is increasing recognition that existing social protection mechanisms often fail in promoting people to be socially re-integrated. Similarly, the existing system of social assistance may provide needed income to the poor, but it does not help poor people to escape the – often structural - conditions that are responsible for their poverty in the first place.
The project is implemented in collaboration with ACER and ASET (Albanian NGOs). Assessing public expenditure on social welfare targeted at children through a budget analysis to have a clear picture of policy priorities in social welfare for children (past and present) and understand to what extent the levels and patterns of budget allocations are conducive to meet sector targets.
A year after the project implementation, an assessment was carried out aimed at exploring the impact of the conducted training in the framework of GBV; understanding current service practices and barriers in providing a qualitative GBV service at the primary health care service; as well as knowing the perceptions on the necessary changes to improve DBV service in the future. Conclusions and recommendations of the study are thought to be shared with different stakeholders involved in the GBV issue.
The overall objective of this assignment is to collect data from three pilot areas in order to assess the current situation in these areas before changes in the social assistance system (egg changes in eligibility criteria etc.) are implemented. This will allow monitoring and measuring the shorter-run impacts of the changes as well as the impact of social assistance programs as a whole, to evaluate the desired results of the program for equity and efficiency.
This research project is intended to fill the gap in work around social exclusion and social inclusion of older people in Albania. Although the target group is the “Elderly”, the analysis will tackle the social protection policies of Albanian government and their impact on the improvement of the quality of life of older people, especially of the most excluded ones. The findings will support the preparation and finalization of the National Strategy for Protection and Inclusion, 2015 – 2020.
This project examines the circumstances of people with disabilities in Albania. It is one of a series of Social Portraits on vulnerable groups in Albania commissioned by the UN in collaboration with MSWY. The report draws on a number of sources, primarily the first and second reports from the National Disability Survey (Central Statistics Office, 2008 and 2010).
The analyses conducted thanks to this project contributed to collect information on national budget including both domestic and international resources associated with population activities expended in 2014. The analyses concluded with the projections regarding national budget for population activities for 2015 and 2016.
