The Government of Albania is committed to the improvement of the standards related to the protection and respect for the rights of the child in the country. The 2009-2013 National Strategy for Development and Integration (NSDI), the government set the objective of deepening the legislative and institutional reforms, and creation of a protective and comprehensive environment for children. The reform process culminated in the adoption of Law no. 10347 of 4.11.2010, “On the protection of the rights of the child” and the establishment of the State Agency for the Protection of Children’s Rights. The National Plan of Action for Children 2012-2015 addresses the legislative and institutional reform aimed at the strengthening of a protective and inclusive environment for children. On particular it emphasized the capacity building of state institutions to implement and monitor child-rights sensitive policies at both levels of governance (central and local).

Project "Capacity building on Legal and institutional framework for implementation of social inclusion policies designed to protect children’s rights” was financed by UNICEF and delivered a Comprehensive Package of Professional Training program on “Legal and institutional framework for implementation of social inclusion policies designed to protect children’s rights”.

An Operational and Functioning Manual of the Child’s Rights Mechanisms, was prepared and delivered to 350 public expert in all CRU's units in 12 Albanian regions and professionals of non public structures operating in child rights protection.
