Since the transformation reform from the central to market economy has started, there is a growing attention of the Albanian government and civil society to protect and guarantee human rights. Despite the efforts, people with disabilities face poor social care services and a less enabling environment for protection and inclusion. Building capacities project aims to provide knowledge and tools for monitoring and evaluation of current state of public social care services for people with disabilities, vis a vis with international standards and Albanian legislation. It establish a system of indicators and procedures to measure the disability rights realization within social care public system and assess the effectiveness of the policies and programs towards the established goals. An analysis of information gathered by a selected number of care institutions for people with disabilities in different albanian regions, helps not only to improve the care services for that category but also support quality control mechanisms and mandatory reporting systems for Albanian Ombudsman office and other professionals inspecting care services for people with disabilities. A manual tailored for Albanian Ombudsman Office needs was prepared and serves as guideline for inspection missions of Albanian Ombudsman office. Ombudsman commissioners also will be empowered with appropriate knowledge and skills during inspection missions and enabled to correctly use indicators and apply procedures as set in the manual. Project financed by Danish government under the project "Danish Support to the Albanian Ombudsman", started in June 2014 and ends in May 2015.
